He is a career civil servant in the Cuerpo Superior de Técnicos Comerciales y Economistas del Estado. Until now he worked at the Ministry of Economy, Trade and Enterprise as Deputy Director General of Multilateral Development Banks, IMF and G20.
Andrés Barragán, new secretary general for Consumer Affairs and Gambling

The Council of Ministers has approved the appointment of Andrés Barragán as the new Secretary General for Consumer Affairs and Gambling, at the proposal of the Ministry of Social Rights, Consumer Affairs and Agenda 2030. This new appointment is due to the fact that the current Secretary General, Bibiana Medialdea, has had to join the Complutense University of Madrid to consolidate her teaching post.

Andrés Barragán holds a degree in Physical Sciences, specialising in theoretical physics, and a degree in Philosophy from the Complutense University of Madrid. Since 2017 he has been a career civil servant in the Cuerpo Superior de Técnicos Comerciales y Economistas del Estado. During his time in the General State Administration he has worked in the Ministry of Economy, Trade and Enterprise, currently serving as Deputy Director General of Multilateral Development Banks, IMF and G20.

Previously he was Head of Cabinet of the Public Treasury between 2021 and 2023, and before that he was advisor to the Secretary of State for the Economy. He has also served as advisor to the Instituto de Crédito Oficial and official representative of Spain in European Union institutions and in various international organisations.

In the Ministry of Economy, he has carried out activities linked to the design of economic and financial policy and participation in the management bodies of various institutions. His contribution to the design of measures to support companies during the COVID pandemic, the planning of the Transformation and Resilience Recovery Plan, the management of the legacy of the financial crisis and negotiations with the banking sector are particularly noteworthy.
